I did notice a extra plug hanging down near the ECU when I took it out of the VY, I'm guessing this is sort of similar?

Have just done a L67 transplant out of a VT into my VY. I have already had the BCM and ECU linked together, my question is about the 3 Plugs in the engine bay near the drivers side that were on the VT, are these neccesary in the VY?

Try and Ping the Billion modem, I'm thinking its a IP assigning issue as well. I would turn DHCP back on and let windows do its thing, if that works you can try and turn DHCP back off to have them set as a static IP.

Check your front Castor rod/radias arm bushes and lower control arm bushes. Also check your Link Stabilizer bar bushes. The factory ones are well known to be worn and perished.
Are there any error codes? You can try giving the TPS a clean, If still no luck with either and no fault codes have been lodged I would say start saving your pennies for a new Transmission.
