    I can't explain why all of the relays would be hot collectively assuming there is no nearby heat source. The overcharging and whatnot - have you checked the engine and battery are grounded properly?

    Sounds like you have nailed the issue. I'm assuming you have removed and reattached the two connectors from the ECU? Maybe get a second hand ECU installed and coded to your car...Saves a lot of hassle trying to fix it.
