The head bolts are oiled with no loctite is this correct? And does anyone put a thin coat of sealant on intake manifold gasket water jackets

Holden used Loctite 609 - the anaerobic one. It cures in the absence of air (the opposite to traditional thread lockers and glues and whatnot), so not until the bolts are screwed in and air can't reach the threads.
This is the stuff here. I use it for repairing the captive nuts in laptops, but that's neither here nor there.

The VS manual (Ecotec) says nothing about oiling threads,it says to coat the threads with Permatex lock nut or equivalent sealant.
On Googling Permatex lock nut, it came back with Permatex thread lock medium strength.
So the Loctite 609 as above would be suitable.
Whether you would use that in conjunction with the Platinum coating or just rely on the Platinum coating on it's own is another question.
I would personally use just the Platinum coating as mixing two different sealants may have a detrimental effect.
The emphasis (from a quick Google) seems to be on sealing the bolts rather than locking them.

I have a slight lip on the upper back of the exhaust valve but the seat is good below it is this ok for a stock motor the lip would be 0.08mm
