Hissing and not getting cold

Whenever I turn the AC button on in my VT (non-climate control) I hear a hissing noise like when you change between the vent options. The aircon compressor kicks in fine, but it also doesn't get cold. I can notice a slight difference but the airflow coming in the window gets colder.

I don't want to waste time and money on regassing if it isn't the problem, or the only problem. When I change the dial from cold to hot it gets hot instantly. Could it be that the vacuum control for cold/hot isn't switching to cold enough? Would this require replacing? :rip:

Check the vacuum lines, it sounds like one has come off. Also the vacuum canister is up toward the centre under the passenger side of the dash. Make sure all the lines are on tight and that none are split.
