Roads should be treated like racetracks:

You have to qualify to participate.
Less crashes and deaths on racetracks than public roads.
Everyone travels at maximum speed to suit conditions.
Being a **** results in penalties.
All the cars are roadworthy.
Slow cars are eliminated.
The fastest drivers start at the front.
Burnouts are applauded.
