He probably had left over donut in his pocket and didn't want the dogs getting it.

The dogs are walking up to him and don't look even slightly aggressive in the video other then one barking a bit after its been sprayed (lets face it, we'd be swearing our tits off if we got pepper sprayed for no reason too), besides usually if the dogs were going to attack him they would be running at him, not wandering fairly sedately towards him and they still didn't go him after being sprayed it looks like.

They are moving about average speed for a dog wandering around the yard from what it looks like to me.

Wouldn't mind betting that there is a lot more to this story than we are being shown in this short video. As with all videos/ dash cams etc it's hard to judge unless you have the full story. On a funnier note I saw a video from NZ a few years ago of about 4 cops trying to shoot a supposedly savage dog. They all fired several shots and none went anywhere near the dog who calmly trotted away.

On the surface it looks like the cop is simply being an ass but as mentioned above without seeing the whole video and having no audio or knowing why the cop was there in the first place its hard to say.

No afraid not. Also reminds of a shooting competition they used to have in NZ between animal pest officers, army and police. Every year the animal pest officers would win, army second and police a very distant last.

Definitely more to the story why did the cop already have the spray out?, why were the people filming from a inconspicuous place?.
Anyway the dogs didn't seem to distressed.:cops:
