No, that doesn't seem right although a little oil isn't out of the norm, only under high vacuum conditions does it suck air via the PCV valve. Is the vent hose fitted between the bottom of the the throttle body going back to the intake manifold?

Pull the PCV valve out and give it a clean with some carb cleaner or similar and pull the little plastic bung out underneath and give that a good clean too.

It should rattle, IIRC you should be able to blow through it in one direction but not the other.

I have all the symptoms of a bad pcv not sealing properly ...but come to think of it I think it might have started with a bit of brake fade could a failing pcv in a vx ecotec affect braking?

No I don't think brake fade will cause a PCV problem. Poor vacuum might cause braking issues though, but more a lack of brake power.

Vx eco fuel pressure hose to the return?

The hose coming off the fuel pressure regulator is the return.
