When measuring a bolts diameter, do we use the outer thread diameter or the inner thread diameter?

Outer. Or shank diameter
And if you know it is metric (such as this case) use your steel rule.
Because it isn't going to be an 11.8 or 12.3mm metric bolt. It will be a 12.
Vernier really only comes into use if you are unsure of which non-metric measuring system is in play

Measured the bolt
REALLY Rough measurements with a cheap caliper
Length 64.5mm
Diameter 9.8mm (so M10 probably)
Shank 35mm
Thread 27mm
Pitch 1.5mm

So it's a M10x1.5mm bolt. The issue being that the OEM bolt is a specific automotive bolt where the washer is part of the bolt head which is something you won't find at normal bolt suppliers. It doesn't really matter, it'll just look a bit odd.

I think they are called ‘flange head bolts’, and they are available but not as common as a regular head bolt.

An alternative is a standard head bolt and a washer.

LOL, that is what my post was suggesting but I should've just said as much. Fortunately most good suppliers sell bolts in 5mm length increments so length shouldn't be an issue in this case.

Honestly not an issue for me. If a shop has something that matches but doesn't look the same is fine.

I was thinking I could go and see if I could find something with the same engine in a yard and get just the bolt but I was worried that with how hard mine was to take out, I'd end up rounding another bolt.

Ive done that heaps of times at least in my case there was 10 or more cars to get parts from off to the next shitbox try again. Good luck hopefully theres a few the same on each car to give better odds of getting a good one.
